Role Overview

The Project Manager, ICT takes full end-to-end ownership of planning, executing, and delivering complex, strategic, and medium-to-large-scale ICT projects. Acting as the central bridge between business requirements, technical delivery, and operational teams, you will define comprehensive project management plans to track progress, optimize resource utilization, manage costs, and mitigate delivery risks.

 

The ideal candidate possesses a deep command of industry-standard project management methodologies (Agile, Waterfall, Hybrid) across the full project lifecycle—from initiation through to closure. Operating within established organizational PMO standards and governance frameworks, you will lead cross-functional teams to deliver high-quality, high-value technical solutions on schedule and within budget.

 

Key Responsibilities

1. Project Delivery & Execution Management

  • End-to-End Delivery: Drive the start-to-finish lifecycle management of high-value, strategic ICT initiatives, ensuring full alignment with business objectives and quality standards.
  • Baseline Tracking: Actively plan, track, and report on project scope, timelines, financials, milestones, and performance metrics/KPIs.
  • Concurrence & Velocity: Maintain a highly organized, proactive, and delivery-focused mindset with the capability to manage multiple concurrent projects under pressure.

 

2. Stakeholder Engagement & Client Management

  • Primary Point of Contact: Act as the face of the project team for clients and external partners, providing transparent status updates while championing high customer satisfaction.
  • Executive Communication: Distill project progress, complex technical issues, and risks into clear updates for senior management and diverse stakeholder groups.
  • Strategic Influence: Align expectations across cross-functional business, product, and support teams to drive collaboration and minimize overall failure risks.

 

3. Resource Planning & Matrix Coordination

  • Utilization Optimization: Plan, monitor, and analyze resource allocation and utilization metrics to optimize future scheduling and team capacity.
  • Cross-Functional Alignment: Orchestrate tasks and workflows among internal teams, third-party vendors, and external partners within matrixed environments.

 

4. Risk, Issue & Change Governance

  • Proactive Mitigation: Anticipate, assess, and manage project risks and technical issues, implementing swift preventative actions and mitigation strategies.
  • Escalation Control: Actively manage project escalations, schedule slippages, resource shortages, and resolve team or vendor conflicts effectively.
  • Scope Governance: Strictly control scope creep and evaluate changing user requirements through formal organizational Change Control processes.

 

5. PMO Compliance & Continuous Improvement

  • Process Adherence: Ensure all project activities and artifacts strictly comply with internal corporate PMO governance standards, processes, and methodologies.
  • Documentation Excellence: Maintain accurate, thorough, and timely project documentation and health reporting.
  • Corporate Value-Add: Contribute to ongoing PMO capability developments, support pre-sales activities, assist in corporate initiatives, and mentor junior project managers.

 

Qualifications & Experience

1. Background & Experience Requirements

  • Professional Experience: Minimum of 5 years of dedicated project management experience specifically within ICT delivery environments.
  • Track Record: Proven success delivering medium-to-large-scale ICT projects from inception to completion.
  • Organizational Exposure: Prior experience navigating large matrix organizations or multinational corporation (MNC) environments is highly preferred.
  • Target Industries: Proven experience delivering technology solutions across sectors such as Government, Healthcare, Education, Financial Services (FSI), Hospitality/MICE, or Commercial industries.

 

2. Education & Professional Certifications

  • Academic Degree: An accredited University Degree in Information Technology, Project Management, Computer Science, or a related technical/business discipline. (Equivalent practical, professional experience will be evaluated and considered in lieu of a degree).
  • Mandatory Certification: Must hold at least one recognized professional project management certification: PMP, CITPM, PRINCE2, or Agile/Scrum (e.g., CSM, PMI-ACP, SAFe).
