Job Description

 

Purpose:

This role is a key member of StarHub’s Cybersecurity Committee to drive strategies and policies in strengthening our overall cybersecurity readiness and resiliency.

You will lead a team to set cybersecurity strategic and tactical goals, and work very closely with StarHub Critical Information Infrastructure (CII) network and system stakeholders to meet TCS/ BCS CoP regulatory requirements. 

 

Responsibilities:
•    Formulate cybersecurity strategies and establish policies, standards and procedures in line with IMDA’s cybersecurity regulatory requirements (Telecommunication Cyber Security /Broadcast Cyber Security / CSA CCoP)
•    Ensure compliance with StarHub's policies, standards and regulatory requirements
•    Actively review cybersecurity policies and procedures, and engage stakeholders including external vendors to ensure compliance
•    Plan and conduct risk assessments, develop risk management and mitigation measures, ensure effective security controls are verifiably in place
•    Define processes for incident management and recovery, including plans to conduct table-top exercises and drills for cybersecurity incident and recovery exercises
•    Plan and manage security audits, assess the impact, and provide recommendations to mitigate cyber threats, incidents and remediation efforts 
•    Prepare and analyse cybersecurity risk metrics to cover emerging risk trends, and partner the stakeholders to address the risks
•    Conduct risk reviews and update the cybersecurity risk register, including risk assessment methodology for critical systems/ networks
•    Review, develop and update cybersecurity awareness programmes to educate users on cybersecurity policies, standards and procedures, so as to instill a strong cybersecurity culture
•    Manage the annual reporting to IMDA about cybersecurity initiatives, vulnerability scans and penetration tests, confirmed cyber incidents, etc
•    Be updated and share about best practices, new developments, emerging threats and vulnerabilities in cybersecurity practices and technologies
•    Nurture team members to be proficient in all areas of tactical and operational cybersecurity advocation
•    Partner the stakeholders, consultants, and auditors to plan and deliver sustainable outcomes

 

Qualifications

  • Bachelor degree in Engineering
  • At least 10 years of relevant telecommunication network experiences
  • At least 2 years of hands-on leadership experiences in all-rounded cybersecurity practices and knowledge, preferably with applied knowledge of CII elements
  • Certified Information Systems Security Professional (CISSP) and/or Certified Information Security Manager (CISM) or equivalent will be advantageous
  • Demonstrated strong technical, governance, risk, compliance and audit background to advocate StarHub and regulatory cybersecurity requirements
  • Strong problem solving ability to analyse situations that do not comply with requirements, and partner the stakeholders to co-formulate alternatives and mitigation plans
  • Knowledge of IMDA’s TCS/ BCS/ CSA CCoPs
  • Strong command of English to vet and write policy papers
