Outside Plant Engineer

Job Description

Responsibilities

1) Carry out pre-implementation survey activities and discussions with internal and external parties.
2) Implement pipeline and manhole construction projects, which include survey of coordinates, HDD tunnelling, site inspection and monitoring, onsite measurement, Professional Engineer certification, site acceptance and pipe testing.
3) Ensure and facilitate the availability and good condition of underground pipes and manholes so that cable installation works can be carried out smoothly.
4) Manage OSP contractors and coordinate with Planners to establish project job scope, budget and timeline, to ensure civil works are completed within project schedule.
5) Update internal and external customers of project progress in a timely basis.
6) Resolve any site issues faced by contractors.
7) Liaise with Government agencies (eg LTA, NPark, JTC, MRT, PUB, HDB, URA) to obtain relevant permits for field works.
8) Coordinate with other services/ utility departments on civil engineering works.
9) Handover reinstated trenches including the process of notifying and inspecting them with the relevant authorities.
10) Check and process Bill of Quantity (BOQ), Summary of Work Performed (SWP) and Certificate of Completion (COC) reports submitted by contractors in a timely manner.
11) Attend to any complaints made by members of the public or agencies due to StarHub civil engineering works.
12) Manage and implement pipeline and manhole diversion projects requested by authorities and utilities departments.
13) Provide civil engineering related support for unplanned outages.

NCE
1) Attend site coordination and inspection for NCE applications submitted by external earthwork contractors.
2) Issue NCE letter of approval.
3) Respond to NCE enquiries promptly and professionally.

Qualifications

Requirements

1) Bachelor degree or Diploma in any engineering discipline.
2) Prior 2 to 3 years' experience in fixed infrastructure construction, such as pipeline and fiber optic installation, and mobile base-station implementation is an advantage. Fresh graduates are welcome to apply.
3) Familiarity with LTA’s Code of Practice for Pipelaying Works on Public Streets.
4) Solid understanding of IMDA’s 9-Step Process for Earthworks Requirements.
5) Proficient in AutoCAD or similar drafting tools.
6) Preferably with experience in managing telecom civil construction projects.
7) Proactive, quality-focused, and results-oriented.
8) Capable of maintaining high performance and achieving high levels of customer satisfaction.
9) Strong problem-solving, critical thinking, and analytical skills.
10) Effective negotiation and communication skills, both verbal and written.
11) Able to work independently and perform well under pressure with various stakeholders.
