Job Description

⦁    Plan, design and implement StarHub Fixed network infrastructure projects, comprising of pipelines and fibre/ network cables that enable StarHub’s telecommunication services
⦁    Source for appropriate sites and coordinate to install mobile network equipment around Singapore
⦁    Partner with other telcos for combined antenna system deployment

Responsibilities
⦁    Plan and implement a resilient Core & Access Fibre network for Fixed and Mobile networks
⦁    Perform pre-implementation survey activities and discussion with internal and external parties
⦁    Source and acquire sites for outdoor and in-building mobile networks
⦁    Design and issue plans for pipeline construction and fibre cable installation
⦁    Prepare quotations for diversion projects (requested by authorities and private developers), plan work schedules, and submit final billing upon work completion
⦁    Study and determine Fixed coverage rollout costs for internal Enterprise business unit
⦁    Provide advice for fibre routing diversity in KMZ
⦁    Liaise with building management representatives and local authorities for pre-work approvals (e.g., IMDA, URA, JTC, HDB, MNPOs)
⦁    Apply for Network Change Request and ensure that scheduled maintenance works are executed smoothly without causing unplanned outages to existing services
⦁    Obtain approval from existing site owners for capacity expansion and network enhancements
⦁    Advise on work safety, undertaking and endorsement of documents
⦁    Maintain the physical cable submarine cable and relevant information in the database system, and support any submarine cable (inland) diversion request by authorities and requestor
⦁    Coordinate and monitor site retrofitting and enhancement works
⦁    Liaise with vendors, contractors and in-house teams to resolve any issues
⦁    Ensure timely completion of Installation works to meet StarHub’s and customers’ services delivery timeline
⦁    Ensure completion of installation works for the buildings in accordance with the Building Owners’ and StarHub’s standards
⦁    Manage and ensure timely delivery of radio projects relating to new coverage and expansion of base station sites so as to fulfil 3G/4G/5G QoS
⦁    Conduct acceptance of work completion by checking contractors’ work, test results and final costs
⦁    Negotiate with Building Owners on mobile base station License Agreements in compliance with COPIF requirements
⦁    Follow up on outside plant damage repairs and claim damages against errant contractors
⦁    Track all implementation costs, project schedules, and agreement matters
⦁    Track financial processes e.g., Goods Received (GR), Invoices, and ensure payments are verified according to project completion stages
⦁    Ensure that network databases are updated during all stages of implementation
⦁    Review work processes and procedures to improve new and daily routines through digitalisation and applicable platforms

Qualifications

⦁    Bachelor degree or Diploma in any discipline
⦁    Knowledge of mobile network deployment, equipment installation and their functions will be advantageous
⦁    Familiar with telco infrastructure construction e.g., pipelines, fibre optic network
⦁    Familiar with mobile RF design and IMDA COPIF requirements
⦁    Hands-on use of AutoCAD or equivalent design programs
⦁    Preferably with exposure/ experiences in facility, lease and project management
⦁    Effective negotiator, ability to build lasting relationships with clients
