Hybrid IT Architecture Delivery

Lead architecture and delivery across secure hybrid environments including:

• On-premise data centre infrastructure
• Private Cloud Platforms (Hypervisor/Containers)
• Backup, DR and cyber vault architecture

Oversee:

• High availability and multi-site resiliency design (stretched clusters)
• Security zoning and microsegmentation
• Business continuity alignment to mission SLAs

Private 4G/5G Mobile Core Architecture Oversight

Co-lead deployment and integration of:

• EPC / 5GC components (AMF, SMF, UPF, HSS/UDM, PCF)
• Shared RAN integration
• Redundant user plane design
• Network slicing (where applicable)
• Edge computing interoperability

Ensure delivery aligned to:

• CII-grade safety-critical uptime
• Mission-critical QoS and latency assurance
• SOC and observability platform integration
• Telecom-grade high availability and failover mechanisms

Provide cross-layer assurance between mobile core, IT infrastructure, and service management systems.

Network Observability (Elastic Stack)

Own architecture and deployment of Elastic-based observability platform:

• Elasticsearch, Logstash, Kibana
• Infrastructure Monitoring
• SIEM integration
• Telco telemetry ingestion (5G KPIs, GTP, PFCP metrics)
• Synthetic monitoring and service health dashboards

Key Outcomes:

• Single pane of glass across:
• IT infrastructure
• Mobile core
• Security logs
• AI-driven anomaly detection
• Cross-layer incident correlation
• Mission assurance dashboards for executive leadership
• SLA and compliance visibility

Drive observability-first operational culture.

Service Management Platform (ServiceNow)

Lead implementation and operationalisation of:

• ITSM (Incident, Problem, Change, Request)
• CMDB (including telco and infrastructure asset modelling)
• ITOM (Discovery, Event Management)
• Service Mapping
• SecOps integration
• Workflow automation

Ensure:

• Closed-loop automation:
  Elastic alerts → ServiceNow ticketing → orchestration workflows
• Mission-based SLA modelling
• Integrated IT + Telco service visibility
• Automation-led incident response
• Operational reporting for agency leadership

Security & Classified Environment Governance

Partner with CISO and security stakeholders to ensure secure-by-design delivery.

Oversee:

• Secure enclave architecture
• Network segmentation and boundary defence
• Data encryption (at rest and in transit)
• Bastion host and privileged access management
• Zero Trust architecture implementation

Engage with:

• Security assessors
• Government accreditation authorities
• Compliance audit bodies

Managed Services Transition

Define and operationalise the Target Operating Model (TOM) for steady-state operations.

Oversee:

• Transition from build to run
• L1–L3 support structure
• NOC/SOC integration
• Escalation matrix and RACI governance
• Operational playbooks and runbooks

Drive:

• Observability-first operational readiness
• Automation and AIOps roadmap
• Cross-functional integration between IT, Telco, and Security teams
• Continuous service improvement model

Qualifications

Required Experience

Mandatory

• 15+ years in infrastructure and complex projects delivery.
• Proven track record delivering complex government or CII programmes.
• Experience in secured / classified environment.
• Preferred Hands-on exposure to:
• Private 4G/5G core deployment
• Hybrid cloud platforms
• Elastic stack deployment
• ServiceNow ITSM/ITOM
• Experience managing multi-vendor consortium delivery.

Strongly Preferred

• Singapore government project experience.
• Experience in:
• Defence / Home Team / CII sectors
• IM8 compliance
• Zero Trust architecture
• ITIL v4 certification.
• TOGAF / Architecture certification.
• Security clearance eligible.
