Job Description


The candidate will lead and set the direction for executing cross-functional programs from initiation to completion. He / She will create portfolio roadmaps, defines and/or modifies portfolio processes and procedures, develop the portfolio risk management plan, and monitors performance of portfolios. He / She will partner with business leaders and determines program goals that support business objectives and strategies. He / She directs a team of professionals and third-party vendors or service providers towards reaching organisational goals related to programs. He / She manages risks that affect the delivery of outcomes. He designs, develops and implements operating policies.



  • Review current partnership model and redefine the vendor management strategies, execute and review right-sourcing strategies
  • Provide advisory to senior leaders on approach for right-sourcing
  • Plan and execute right-sourcing evaluation process and draw synergies between legacy and future-state IT operations
  • Perform commercial negotiation with vendors
  • Subject Matter Expert on program management by defining framework, templates, tools and systems to deliver on cost, time and quality metrics
  • Adapt, or define, establish and execute a governance model and structure, policies, and decision-making roles, responsibilities, rights and authorities to support decision-making and achieve strategic goals
  • Monitor vendor performance and evaluate vendor effectiveness and efficiency and maintain strategic alignment between business expectation and vendor performance
  • Develop the portfolio risk management plan, using governance risk guidelines, processes, and procedures and other organisational assets to capitalise on opportunities and respond to risks
  • Develop, monitor, and maintain portfolio-level risk register, strategic goals and objectives, to business value, and escalated from portfolio components, using risk management methodologies
  • Manage stakeholders across divisions for IT operations matters.  Manage and escalate issues by communicating recommended actions to decision makers for timely approval and implementation of proposed solution(s)


  • Degree in IT / Engineering related field with a minimum of 12 years of experience in a combination of risk management, outsourcing management jobs and at least 5 years in a senior leadership role
  • Excellent communication skills, interpersonal and collaborative skills. Able to communicate key IT outsourcing concepts to all level of audience.
  • Up-to-date knowledge of methodologies and trends in both business and IT/network
  • Proven track record and experience in developing the right right-sourcing/outsourcing concepts and programs, as well as successfully executing programs that meet the objectives of excellence in a dynamic business environment
  • Project management skills: TCO management, scheduling and resource management
  • Knowledge of common outsourcing frameworks, such as ISO 37500:2014.  Experience with contract and vendor negotiations
  • Excellent stakeholder management skills
  • Is resilient and able to adapt well in highly dynamic environment
