Job Description

Provide strategic leadership, governance, and oversight of StarHub’s Finance, Risk & Compliance Systems to ensure accuracy, control, compliance, and end-to-end operational excellence.  
Accountabilities  
    •    Own the FRCS strategy, roadmap, and transformation agenda.  
    •    Govern ERP, FPM, GRC, and financial data platforms to ensure strong controls and compliance.  
    •    Drive cross-functional alignment across Finance, Risk, Audit, and Technology.  
    •    Ensure financial data integrity, process standardisation, and audit readiness.  
    •    Lead system modernisation, integration, and operational governance.  
Responsibilities  
    •    Define and execute the strategic roadmap for Finance, Risk, Compliance (FRCS) platforms.  
    •    Lead ERP/FPM/GRC optimisation, upgrades, and transformation initiatives.  
    •    Strengthen governance frameworks, internal controls, and regulatory compliance.  
    •    Oversee system integration between ERP, FPM, automation, and reporting tools.  
    •    Establish SLAs, KPIs, and operating standards for FRCS systems.  
    •    Partner with Finance leadership to ensure systems support reporting, compliance, and risk requirements.  
    •    Manage vendors, SIs, and technical delivery partners.  
    •    Drive continuous improvement, process efficiency, and system reliability.  
    •    Lead and mentor FRCS functional, technical, and delivery teams.  

Qualifications

Ideal Track Record  
    •    12–18 years in finance systems, ERP/FPM/GRC leadership, or enterprise transformation.  
    •    Proven success executing large-scale ERP/FPM/GRC programmes.  
    •    Strong background in finance operations, controls, and regulatory compliance.  
    •    Experience leading cross-functional teams and vendor ecosystems.  
    •    Demonstrated ability to design governance frameworks and drive process optimisation.  
Requirements & Qualifications  
    •    Bachelor’s degree in Information Systems, Finance, Computer Science, Accounting, or Engineering.  
    •    Professional certifications (e.g., CPA, CA, CISA, PMP, ITIL) are advantageous.  
    •    Deep understanding of ERP/EPM/GRC platforms, finance processes, controls, and data governance.  
    •    Strong leadership, stakeholder management, and communication skills.  
    •    Ability to balance strategic direction with hands-on execution.
