Job Description

The Assistant Purchasing Manager supports both the Manager/HOD in the development of Strategic Sourcing and ensures StarHub obtains quality products for competitive prices in a timely fashion. the incumbent also assists to identify cost saving opportunities, optimizing commercial terms, creatively negotiate, build strategic supplier relationships, streamlining source to pay processes and be very comfortable in rationalizing suppliers base. The incumbent will assist the Manager/HOD to ensure compliance in a complex dynamic environment, communicates with team members and executives and plays an integral role in ensuring company sticks to budget and operates profitably.

  • Assists the Manager to assess and implement technology solutions, review processes that could aid purchasing and contract management needs
  • Assist the Manager to conduct industry studies and spend analysis to formulate procurement strategies to support business needs which are in line with best practices 
  • To Develop and implement strategic purchasing framework across the Business units to ensure relevance and effectiveness in promoting best practice & corporate governance
  • Assists the Manager or may to Lead supplier negotiation & manage contract to achieve best commercial term and condition
  • Sourcing via RFQ, RFP, RFT of assigned category of purchase (category rotation for purpose of exposure to the Assistant Manager – categories such as Network Solutions, Equipment & Support Services, General Purchases, Marketing, Corporate Services etc.). 
  • To work creatively & proactively with the business & the sourcing team to achieve profitable improvements to StarHub sourcing 
  • Assists the Manager to ensure the purchases compliance with the prevailing purchasing policy and procedure
  • Manage supplier relationships and periodic evaluation of vendor performance
  • Liaising closely with internal stakeholders on their purchasing needs and budget, and reviewing documentation such as tender specifications, approval papers, letters of award & contracts and consulting with internal Legal counsels where needed
  • Actively identify and screen new & existing suppliers to confirm their capabilities & competitiveness to support our requirements and seek leverage/harmonization opportunities whenever possible.
  • Drive continual process improvement via internal and external stakeholder engagement
  • Drive cost savings from strategic sourcing (tenders, reverse auctions etc) and other procurement levers.

Qualifications

  • Degree in Business Management or related fields  
  • Possess minimum of 5 years procurement experience preferably within a Telco, ICT or IT industry
  • Experience in technical sourcing, managing spend and continuously in search for opportunities to consolidate vendors and leverage on volume and price 
  • Proven track record of commercial acumen, cost management analysis, vendor management and negotiation 
  • Possess strong leadership, people management and interpersonal skills and able to drive implementation of procurement framework at various levels 
  • Ability to innovate, influence and possess aptitude for change management
