Job Purpose

Candidate will play a key role in delivering StarHub’s transformation and improvement agenda. He / She will oversee the IT transformation program management office ensuring that it provides comprehensive and well governed support and assurance across the Consumer Business Group (CBG). Reporting to VP Transformation, he / she will work closely with the Head of PMO in IT Division. Together with IT, we will collaborate major programs and manage them under a single umbrella and governance structure. The role also plays a crucial role in developing the maturity and visibility of the progress of programs underpinning the StarHub change strategy. It is expected that as this agenda develops, this role will be responsible for managing all the major improvement programs through an integrated approach which will include StarHub’s Strategic Implementation plan.


  • Management of the CBG Transformation PMO team to ensure clear communication of project plans, deliverables, and resources requirements, risk and issues between the PMO and divisional management teams.
  • Analyze interdependencies between projects and recommend actions to prioritize/revisit priorities to ensure delivery of best added value.
  • Provide and present highly complex, detailed and potentially sensitive information to Senior Management 
  • Lead and support the building of a common set of project tools (for example PIDs, project plans, and report templates), practices and principles for managing projects. This will include standardized policies and a reporting template for executive reports.
  • Work with Project Teams throughout the organization to ensure that project documentation (e.g. Project Workbook, Project Brief, milestones, benefits phasing, financial phasing, KPIs) is completed to appropriate standards.
  • Manage the development of robust information reports/systems within the department and on behalf of the Starhub CBG in order to inform, enlighten and support decision-making and planning relating to the programs, service delivery or business planning.
  • Ensure all learning points from the program/projects are captured and the learning and good practice is disseminated throughout the organization.
  • Proactively work collaboratively with other PMOs in the system with a view to developing streamlined program approaches with a major focus on supporting cross organisational working for the benefit of end users
  • Vendor contract management and ensure vendors meet agreed SLAs
  • Drive down costs and improve efficiency in resources allocation and create opportunities for vendor alignment


• Degree in business management, IT software or related field with at least 10 years of related experience delivering complex IT projects
• Candidate with AGILE certifications will be preferred. Experience managing projects using agile and waterfall methodologies
• Strong experience with a variety of approaches and deep, principles-based understanding of Scrum, Kanban and other frameworks.
• Strong analytical and communication skills.
