Job Description
Plan and implement a cost-efficient and resilient Next Generation National Broadband Networks NGNBN) to serve StarHub commercial and residential customers island-wide.
Responsibilities:
⦁ Plan and schedule network implementation in Central Offices GPON/10GPON Access network.
⦁ Perform system configuration and testing, end-to-end integration testing and interoperability test with other operators and/or customers.
⦁ Perform adhoc escalation of technical fault troubleshooting
⦁ Source and purchase of systems/tools/installation materials through invitation for quotations or tendering process.
⦁ Conduct site surveys for MDF Room/ NLT CO and work with vendors and NLT on site preparation.
⦁ Support NC patch orders, getting quotations and managing contractors
⦁ Conduct periodic capacity planning exercises to anticipate demands on network bandwidth and resources from retail service providers (RSPs) and consumers
⦁ Develop and enhance methodologies, tools and techniques used in planning and design of NGN architecture to cater to the demands of services provided by RSPs
⦁ Manage project implementation, in coordination with vendors and/or cross-functional team members, to have the network implemented on time.
⦁ Develop, implement and document procedures and processes in order to ensure network and services are implemented in the most effective and efficient manner.
⦁ Liaise with Internal stakeholders ie Product, Fulfillment, Field team, to deploy GPON/ 10GPON/ AE/ DWDM networks
⦁ Liaise with external teams ie building management, Singapore Power, vendors, to deploy AE/ DWDM networks
⦁ Plan and schedule network implementation in Central Offices and MDF rooms for AE Access network and DWDM.
⦁ Perform firmware scheduling, upgrade, testing and deployment of GPON/ 10GPON/ AE/ DWDM equipment
⦁ Manage and execute planned maintenance activities on Access and Transmission Network Elements
⦁ Resolve technical problems and participate in projects such as network setup/ migration/ upgrade/ audits
⦁ Perform detailed implementation project planning to realise high level plans from management
⦁ Organise the NGN implementation, operation and deployment team to execute NGN overall network implementation, deployment projects and routine operations.
⦁ Assist to manage manpower resources and operating expenses
⦁ Provide guidance in the resolution of complex and non-routine issues in active/ passive network deployment
⦁ Ensure the design of both the active and passive NGN architecture are updated and cost efficient
⦁ Contract vendors and contractors for the supply of services.
⦁ Liaise with third parties (e.g. building developers and regulatory authorities) to confirm requirements, provide updates and ensure regulatory compliance
⦁ Evaluate new technologies and the impact to the business
⦁ Estimate budget for network enhancements or new infrastructure
⦁ Organise teams to support design and planning process
⦁ Allocate resources in the appropriate areas for development and training
⦁ Define specific performance goals for the NGN planning and design team
⦁ Make critical decisions in various planning and design processes that impact business objectives and the organisation
Qualifications
⦁ Bachelor degree in Telecommunication, Computer or Electronic Engineering or Diploma with at least 2 years of working experiences in telecommunication environment
⦁ Good knowledge of Routers, Switches, GPON and DWDM
⦁ Familiar with BGP, OSPF, RIP and L2 switching
⦁ Able to perform rostered standby duties on weekend and public holidays
